nothing changed, you can drive through 5 countries in a day and nobody checks your documents

 

nobody accuses you for working in some of the richest countries in the world without reason... but apparently westerners are lining up for those sweet 400 THB day jobs in Thailand

A classic 'problem. reaction, solution'.

 

Create an imaginary problem. Show how outraged everyone is (but very happy) when 40k are nabbed. This justifies the original plan and calls for more measures, and more money being put into the solution.
