Next week I have to do my 90 days address notification. In summer I was in my home country, arrived back in Thailand on 19 august with reentry-permit. I have an old receipt of notification slip in my passport dated 26 feb 2019 with barcode. Can IO accept passport with old slip or do I have to fill out new TM 47 form and the required photocopies.

I doubt that they will even look. They usually just check the dates, rip out the old slip without looking at it and give you a new one.  All your info is in the system anyway.  No worries mate, just hand over your passport and you will out in a jiffy.  My advice is to go mid afternoon, its usually a relatively quiet time in Jomtien. 

( note to self, stop telling everyone that, otherwise it will get busy)
