Someone I know insists you can still get a multi-entry tourist visa in Kuala Lumpur... can anyone else confirm this? Are there any other locations that people know of that are still issuing these visas for Thailand?

this is the 8 million dollar question. my bet is that you wont be getting one in all of southeasy asia or the whole world would know about it and there'd be 1000 posts in here on it
