My due date is 23 February and my in person reporting time frame is 8 Feb to 1 Mar.  So if I leave the country on 29 February am I alright.

You can report 15 days before and seven days after due date. So, 29th of February seems to be alright. 

 

  If you have a Non-B, or O, you should think about a reentry visa.

 

 

 

   

 

         

If you are leaving after the 23rd, you will have failed to make a report. Likely a non-issue, but a keen eyed IO might notice this next report time. They accept late reports for up to 7 days, but are not obliged to ignore failure to report, when staying over 90 days.

You need to report or face a fine for not doing it.

Well unless you plan to attend Thai immigration in the future, good to go I would say. They won't care at the airport.
