As for hospitals themselves the facility in Bangkok is one of the best facilities in Thailand - regional hospitals often much less cutting edge or top doctors. While there is no comparison between the 2 hospitals -- Bkk hospital in Bkk has a far wider range of specialties,many doctors who trained in the west, and far more extensive facilities and equipment, none of that should matter for a hernia repair unless you have special risk factors due to other underlying disease. You would for that matter be fine at Mission Hospital Phuket and it would cost a lot less. Wherever you go just be sure to get a board certified surgeon who is at least 5 years out of his residency and preferrably more, so will have had ample experience. Operation/treatment costs? Chula is a government hospital so such costs are normally much lower than at a private facility - and Bangkok Hospitals are among the most expensive private hospitals at most locations.
