Because their national leaders who they take their cues from are the folks who think:

 

--propeller boats in the Chaophrya River will prevent flooding or saltwater intrusion.

--spraying firehose water into the air is going to meaningfully reduce air pollution.

--the solution to drunk driving is to urge drunk drivers to drive more slowly.

etc etc etc.

All this means is we’re screwed. Any time the government says they are going to fix something it gets worse. 
 

If all of you remember, we went through this exact thing last year before burn season and it was the worst burn season on record.

Tell those big wigs with nothing but warm air in their skull that the problem would be solved, if they would do the job.

Rice and sugar cane field burning in Myanmar, Thailand and Laos are first and foremost responsible for that absolute unacceptable AQI all over the area. 

Proof of how greed and profit optimization stops at absolutely nothing ...........

Yes, it's the burning and the vehicles. People will die and be sickened because of the massive air pollution. But all the focus is on plastic bags.

I absolutely agree and an overlooked problem that governments would rather not mention in election campaigns because attempts to get motorists out of their polluting cars don’t ‘play well’ with many voters.

"Discourage" residents from burning? How about the RTP get off their a**ses and arrest those burning and toss them in jail...   That would begin to make a dent in the air pollution problem.

 

The pollution issue is not solely a burning problem.

 

It is also the problem of overcrowding, which is becoming worse each year.

 

Bangkok will reach a point where there will be massive pollution every single day, just like what happened in Beijing.

 

To expect a govt, that only exists to line their own pockets, to act, is asking for a miracle.

Sadly you are correct.  This lack of community goes to the local level where people have little desire to do something positive for their neighborhood or local community.  Either it starts at this level or is a result of people seeing those in power simply using their positions to siphon money.
