The ISP (True) controls/throttles the speeds at it's switches/routers. Why not simply use True's speedtest and see what comes out of it? https://speedtest.trueinternet.co.th/ This is also the only reference that can be used for complaints/service requests. To get meaningful results you have to use a PC/laptop connected via LAN cable. 300 Mbit/s can be reached by WiFi but unlikely for many existing mobile devices.
