The above text is from is from a notice on public display at a large condominium building in Bangkok. Do other condo buildings in Bangkok have the same or similar advice on display?

Foreigners are more likely to have traveled recently I guess, it appears to be a reasonable assumption.

, I think we begin to see matters differently when we are the minority.  The leaders could use less inflammatory language, but their translation to PC English is difficult

Perhaps we may all come out of this knowing how it feels to be the "other" and a little kinder to our fellow humans

 

Pah, I can tell you already many owners of  rooms  now asking what nationality is staying in their rooms BEFORE accepting them.

Ridiculous. Nothing xenophobic in that notice. Some people are just desperately searching for things to be offended by.

Anyone working with "many foreigners" would, of course, be at higher risk of infection. They are asking people those people, along with those who have recently traveled in high risk countries and those who are experiencing the symptoms of Covid-19, to be aware of the danger to others and to contact a helpline which will advise them on how to minimize that risk.

A detailed, well-written notice, thoughtfully translated into correct English.

Well many countries require now that their own citizens be quarantined for two weeks after returning from abroad so it's basically the same thing. I wouldn't be too offended about this simple notice.
