In this instance the foreigners were corralled and isolated by authorities as soon as their boat reached the shore. Camb government was informed by VN authorities that a cruise member (not sure tourist or staff) had been positive for the virus. Some were found positive on arrival,others were isolated (in pretty harsh conditions) and monitored and now it seems that 4 of these eventually turned positive. Nothing whatsoever to do with health care seeking behavior on their part. Cambodia is still, as far as can be determined, in containment phase and the government is being very aggressive in tracking down contacts of known cases and people with suspected exposure and isolating them. However the thousands of workers who rushed back from Thailand over the weekend (travelling in crowded conditions and creating great crowds at the border checkpoint) may change things.
