Navy slashes 2020 budget by 33 per cent 'to help govt fight Covid-19'

The Royal Thai Navy (RTN) will slash its fiscal 2020 budget by 33 per cent, or by Bt4.1 billion, to help the government fight Covid-19, said Vice Admiral Prachachat Sirisawat, the Navy spokesman, on Saturday (April 18).

 

 

“The government has asked all ministries to cut their budgets and contribute the excess to the central budget to help compensate the general public whose lives have been affected by the Covid-19 outbreak, or to be used in emergency situations,” he said.

 

“Commander-in-Chief of the RTN, Admiral Luechai Rutdit, therefore ordered the Navy to cut its budget for 2020 by 33 per cent -- by Bt4.1 billion -- which is higher than what the government has asked.”

 

Deputy PM Somkid Jatusripitak announced on March 30 that the government would cut back 10 per cent of the budgets disbursed to all ministries to create a central pool for emergency use.

 

“RTN will also postpone the procurement of the second and third submarines to 2021 although the purchases were to be made from the RTN’s own budget and not of the Ministry of Defence,” he said. “This also means other submarine-related projects will be suspended too, such as the construction of submarine bays and maintenance facilities.”

 

Other Navy projects that will be affected by the budget cut include: anti-submarine helicopters’ overhaul, network centric database system, training equipment procurement, and the construction of 64 units of apartments for RTN personnel.

“The Royal Thai Navy is committed to supporting the government in its effort to combat the Covid-19 situations and remedy those who have been affected by the outbreak,” said the spokesman.

Why only cut the budget by 33% I think 66% would have been better....

The Thai Army runs things, the Navy does not. And that has been the case since 1951 when warplanes bombed the Sri Ayudhya to the bottom. If the Army says the Navy will give some money. They Navy will happily do that.

Finally some common sense, a real plus would be to sell back the first submarine

When the government is self elected with a long term fix in place, they don't need to be worried about anything, expect their own self-interests.

T.I.T. Where I come from every cent spent by the Armed Forces has to be approved by the taxpayer.

The navy's "own budget" would be a totally outlandish concept.

Does this mean the Submarine order is in jeoardy? I think not because the top brass have have already received their brown envelopes.

exactly what is wrong in this country 

 

It should be the Government in full control of budgets and not individual ministries - it's like employees dictating their salaries to employers 

Maybe they will get rid of some rear Admirals.

Why not change the sub order to mini 2 man subs.

Im sure China can make a copy of Japans WW2 model,

They can then use them without hitting the bottom of the gulf every time they are taken out to play with

No Thais can afford to use them & tourists well, what tousists ?

Just shows how much fat is in the military budgets.  The 33% reduction isn't causing any pain.

... to help the government fight Covid-19 ... that should read : to help the government reduce it's losses in revenue due to Covid 19 .

Something here does not sound right. If 33% is bt4,1b, the total budget would be bt12,3b. 

 

According to other sources the total defense budget of the navy last least was bt45b and for 2020 this was projected to be bt47b.  Going by these numbers a budget cut of bt4,1bt does not even make the requested 10%.

Beg to differ, I grew up in southern New England.  And we do, indeed, eat submarines.  I like mine with extra onions and cheese.

Don't worry about the Royal Thai Navy, they are making plenty of money selling government land to developers between Viharn Sien and Khao Chi Chan

 

So far there is an exclusive golf village and more developments to come, who needs pineapples anymore when the land is free for you to sell 

 

The Sattahip Land office is right next to the Naval Base Main gate, you think they are not going to listen to the Navy when it comes time for issuing chanotes !

Many of the Thai Defense purchases and goals are ridiculous.  I am in the defense industry here in the USA and have been in engineering and acquisition and am an ex Captain.  Every country has some need to monitor and defend its borders, but the risk of Thailand being attacked by an invasive military force is nill.  Submarines? Ridiculous.  But I bet the Army is quietly diverting money to crowd control vehicles, riot gear, etc.
