IMHO it's very likely his actual police track record is very scaly, lacking in fairness and balance and not according to the appropriate laws, and very likely banyan and his hangers on would be the main beneficiaries. Which also brings up, how come guys like him don't get monitored and punished quickly  (if guilty) by their immediate supervisors.
