General Somsak Rungsita

The Centre for Covid-19 Situation Administration (CCSA) will propose to the Cabinet next week that the state of emergency be extended by a month from the end of this month, but there should be no prohibition on public gatherings, National Security Council’s secretary-general General Somsak Rungsita said on Wednesday (July 22).

He said it was necessary to extend the state of emergency to ensure people’s safety as the country is starting to ease restrictions on foreign arrivals. He said the emergency decree is just a tool to ensure people’s safety.

While the country is under emergency next month, the authorities will not be allowed to invoke Clause 9, which bans public gatherings or activities that might provoke unrest.

He added that political gatherings will be subject to other related laws.

in the words of the Virgin Mary, "Come again?".

It's an emergency decree. You're allowed to make it up as you go along.

That a Government Agency, tasked with organising policy to counter the Covid Pandemic is run by a General, and is proposing to the Cabinet ( also run by Generals) an extension to the State of Emergency ( which essentially suspends what little accountability government had) tells you everything you need to know about governance here.

He said the emergency decree is just a tool to ensure people’s safety. Now I have worked it out! To many tools in Government

To be fair they wouldn't listen anyhow so it's easier and face saving way whilst keeping certain controls in place

Will you be using it for all the people who don't wear helmets, drive like helmets and often don't even have a driver's license? You could literally be saving tens of thousands of lives a year. No. Of course not, because this has nothing to do with people's safety. Tell a lie; it actually does have to do with a very small group of people's safety ????
