What he means is that this is the only green area in Pattaya that they haven't concreted over yet.

Hmmm - it seems that Pattaya City Hall is an extremely fertile ground for utterly stupid Ideas - just like their belief, that Pattaya is the RIVIERA of SEA ......?????
