Especially as they would then have to go into another 14 day quarantine in PP. There is still (I believe) scheduled airline access to PP from Japan and S. Korea and possibly China as well.

It is indeed French tourists, but VIP (very important pers) who have been designated as an experimental group and as a means of testing the system in Phuket.
They have received the approval of the CCSA (COVID 19 crisis management center) of the Ministry of Foreign Affairs, and the Thai civil aviation authority.
All COVID 19 procedures have been followed.
Now they are in CAMBODIA

Confirmed, after the 14 days and check bin was tallied the Frenchman said "no problem" my wallet in in the glove box on my plane, brb.......then the thais heard the engines fire up.......chok dee folks! thanks for the rest
