True?

That's how they did it in the past (extension expired on weekend, could apply on Monday without any penalty), they probably still do it like this.

But as always, it might vary depending on the immigration office. If your designated immigration office is open on Saturday, it could happen that they tell people on Monday "we were open on Saturday, you could have done it then, so now we consider you on overstay".

To play it safe you better apply tomorrow (or Saturday if they are open)

yes, sure ! we are going to trust people whose orders are not respected ! 

so many IO do not even know that it was told to them that extensions should all start from 27th september, so for sure I am not going to believe anybody anymore !

 

Do not rely on barrows updates. Get it done tomorrow.. 

I was at Hua Hin Immigration today - they are opening all day Saturday and Sunday

 

As they served a total of 5 people in the 2 hours I was there i'm not really surprised 

Barrow is well liked and trusted.

 

Is there a list of offices that are open over the weekend?  And can someone use an office that is not in their "province" ?

I doubt that CW will open over the weekend.
