I am on an OA-based extension of stay. 

Before the expiry of that extension, can I convert to a Thailand Elite Visa and get the Elite Visa sticker in my passport while I am here in Thailand? 

In the past you had to leave the country and get the Thai Elite visa on entry to the country. Immigration would not cancel a long stay extension to do it.

I have read vague reports of it being done. I suggest you ask Thai Elite what can be done now.
