Above from this site listing. Believe hours are 0930-1200 and 1400-1600. Applications only accepted in morning and available afternoon of next business day. Closed Sat/Sun and holidays.

Consulate is in northwest area of Georgetown on a residential type street somewhat away from main roads/bus lines. All taxis know it and a good idea to have them wait for you (but set price first).
