Prime Minister General Prayut Chan-o-cha has ordered the Ministry of Public Health to make arrangements so that people can receive treatment at any medical facility under the new Bt30 healthcare scheme (Gold Card) Anucha Burapachaisri, spokesman for the Office of Prime Minister, said on Sunday.

The new Bt30 healthcare scheme has been improved with four options:

1. Bangkokians with chronic diseases, such as diabetes and high blood pressure, can receive medical treatment at primary care units located in the district where they live from November 1. Patients can make an appointment via Paotang smartphone app, while the service will be expanded to all outpatients in the next phase.

2. In-patients in the scheme can receive medical treatment at hospitals without using the patient transfer form. The National Health Security Office (NHSO) will create an online system to link the patients' data between clinics and hospitals.

3. A Gold Card holder can change the primary care unit they would like to receive medical treatment from without waiting for 15 days. This option aims to facilitate people who have to move house.

4. Cancer patients can receive treatment in hospitals specialising in providing cancer treatment protocol, telehealth, telepharmacy, and home chemotherapy. Once primary care units send cancer patients' data to NHSO, the office will provide hospitals which are not crowded for the patient to enable them to receive treatment as soon as possible.

Do you pay tax?

As a taxpayer with work permit I am covered by Thai social security.

No complaints here.

I am 74 years old and retired,no work permit.

So you don't pay tax and are thus not eligible for social.

Why should the Thai government be responsible for you if you are only here temporarily on a tourist or Non-Immigrant visa, you are not a Thai citizen and you do not pay tax?

As I have pointed out before, when Western governments help refugees or illegal immigrants back in our home countries there is an outcry, so why is there such entitlement from the expat community here?

If you were working and paying taxes here from 2000 until you retired, you should certainly be entitled to at least some Thai social security.

I could be wrong but as far as I know, you have a year to keep paying into it, an option that I never knew about when I gave up my last job here.

The title is misleading. The "care anywhere" applies only to primary care units, i.e. health centers, which few people utilize in any case, and only within the same district. It does not apply to hospitals.

Primary care units have such low capacity that there are largely unutilized so this change will have little effect in practice.

As for no longer requiring referral forms,  it seems the referring unit will be required to make an online entry so same difference, only worse as patients have no proof in hand to show.

If he has been paying for his Thai family for 35 years I would assume a lot of his money has gone to the tax man , vat, tax on everything you buy and tax for people making money from you

Not quantifiable I'm afraid, and that's all that matters.
