Line is not a website.

It's been confirmed by the newspaper that dare not speak its name that Line was down thanks to a problem with Line servers in Japan.  It's reportedly back now.  Unusual for what is normally a very reliable service.

Some status websites like DownDetector.com allows members to report issues with mobile apps.
