So we must assume they were infected before they got here.but how did they get a clear quirintine before leaving own country.and if on an airplane what about the rest of the plane.....

They got a clear quarantine slip to enter the plane because it wasn't showing yet. That takes time and you can get your covid-free slip a few days before departure I presume.

All the other people on the plane are already in quarantine: thats why EVERYBODY needs to do the quarantine, not just whoever feels sick during or right after the flight. Maybe everyone on that plane now got covid: none of them will be out of quarantine unless they are covid-free after 14-15 days.

so what you saying is  eg (1 from the UK (36))   came on a near empty plane ?   as if this was the case of all the now infected people coming from diffrent countries , there would be many more in quarantine surely ?

There were 14 Thais on the list. The Thai authorities don't require then to have a negative PCR test result before flying, so if they hadn't been tested, there would have been no reason for them to be quarantined before departure (most countries, especially in Europe don't quarantine infected people anyway).

Then, depending on which airline they flew, the airline may not have required a PCR test either, so you had up to 14 non-tested and possibly infectious Thais on flights along with various foreigners who although they had been tested, would have been exposed to these untested Thai citizens on their flights back here.

So I think there's every chance the people who turn up positive in quarantine here, got infected on the plane by people who had not been tested before flying.

This is becoming very strange.

There has to be more confirmed quarantine cases in quarantine than any other country. Yet of all the thousands released into the Kingdom after the 14 days, a recorded case is very rare!

Why strange? That is exactly what quarantine is for.

Apologies, I didn’t word my post very well.

I just think it strange that they find so many Covid positive cases in quarantine when the non Thai people should have already produced a certificate to state they have been 14 days Covid free.

They don't need to, Thais are allowed to come back but must enter quarantine.

Another reason that it's not safe to open borders yet, no matter how much Phuket/Pattaya scream.

No, maybe the plane had 200 people on there (or 40, or 150, or 231). All 200 went in quarantine, just like everybody who enters the country, and 1 of them (the UK guy) tested positive so far. The other 199 are still in quarantine for a total of 14 days, no matter if they get a positive test or not. If they do not get a positive test, they will never be mentioned in the newspaper as it is not news.

Not necessarily. It's quite common for a repatriation flight to consolidate returnees from various countries within a region.
