You are 100% correct. It’s like that in countries thats has legal gambling. What makes people think it would change from such behaviors. 
 

They play lucky numbers now. Is that not gambling? When nobody wins, who keeps the money? That money should have been placed in a fund so when things like this pandemic happen they have money to give the people back that has no jobs. 
 

This is why they don’t want gambling because others will get parts of that money.

Years ago when someone in government (can't remember who) was challenged as to why gambling was illegal, but they ran a lottery.

The answer was that the lottery is not gambling, but 'a game of chance'.

Just the same as all gambling, I would have thought.

 it's Thai logic at work, although many would argue that Thai and logic are not compatible.

The Thai coffers are full.. The Government have Billions in reserve 100s of billions.
