How to choose the embassy when applying for a CoE?

Should I choose the embassy that is located the nearest to my domicile? Or least busy embassy (if so, how to know which one is the least busy to quickly process CoE applications)? Or the embassy who processed my special tourist visa, in case if I do apply for the special tourist visa (unsure yet  as I am having issues to collect the required documents in a decent amount of time)? Should I just choose randomly? etc.

I am trying to have 1 clear question per post. But I am new to this forum so unfamiliar with the customs here, sorry about this. By merging I'm afraid that 1 question gets answered but not the other one. Also at first I thought that the place of origin was my country of citizenship, which has just 1 Thai embassy ???? 

If in the US you have to choose either the embassy in DC or one of the 3 official consulates that are responsible for the state you live in. See the following map.

If in another country you would choose the embassy for official consulate for that country.
