International Drivers Permit

I just renewed my expired one year Thai license today. I also need, I am fairly certain, and international permit because I plan on renting a car in the U.S. this summer. Like a moron, I forgot to copy the residency certificate from Pattaya immigration. Will I need this to get my IDP? I do hope they can issue me a duplicate.What else do I need besides my passort and a few photos?

I am told I must go to the Morchit office to get my IDP. Is this so, and where is this place?
