Just a start maybe? Found out more. It was a private company that came up with the idea but they have now set up a JV with the government and the state. Apparently they have already accumulated 20 tons of leaves and it will be extended to other "burnable" vegetation in the near future. Not just fertiliser, the mulch can be turned in to wood vinegar which in turn can be used to produce washing materials, shampoo, conditioner, detergent etc. An interesting innovation, but still requires persons to collect the leaves etc. May be the tipping point.

That is the killer......farmers would have to see some serious money in order to do the work required to gather in, bundle and transport that waste.
