To be fair it is a little confusing as half of the runway is in Cha Am and another province.  So depending on the way the winds blowing you could land in Phetchaburi and fast track to Prachuap Khiri Khan.

 .................and then take a taxi to Hua Hin!

Once the airport can accommodate larger aircraft then it will be viable

Currently the airport has one gate and one luggage carousel so I wouldn't expect many flights

And transport to and from the airport via the green baht bus?
