id.me site blocked by "error 16" message

When the US social security couldn't verify my identity for an online account, I got my identity verified by the service "ID.me".  It was free, and for a couple months I could use it to access my SS account information online.

Now, with the exception of the Help page, I get blocked by a message that says "

Access denied
Error 16

I tried deleting cookies and deleting cache and history in Windows 10.  I tried Yahoo, Chrome, Edge, and Opera; all get the same message.  I've tried using my laptop, my Iphone, my wife's iphone, and I get the same thing.  In Opera, I switched on the free VPN.  That got me closer; I got in to see the main screen.  But ultimately, it says "this website cannot be reached.

Has anyone had a similar problem?  It seems strange that the problem is not confined to one device.  Maybe it's being blocked by my ISP?

When using the Opera VPN do you still get the same "Your IP:"?

Have you tried using mobile data (assuming a different ISP)?

EDIT I just tried from a Thai IP (TOT fibre) and get error 16, using my VPN to the UK works.

I just tried with my mobile ISP, no access without VPN. It certainly seems to be geo-locked.

Where does the Opera VPN put you geographically? Use one of the IP location tools on the web to check.

I can imagine it leaking, l used it to watch NBC, and now  NBC knows I'm not in US.

Yes it's a cat and mouse game. Can only try a dedicated other IP address.

I just tried Tunnel bear VPN, and got in just fine.

I have yet to try my niece's mobile service provider.

Thanks to all for their efforts to help out.

One wonders how many poor people are being affected by this problem.
