I have a non-b visa and I need to get a re-entry stamp before I leave the country. Can I do this at the airport? How long does it take? Do I need to do it on the same day that I am traveling?

If you wait until the airport it must be done after you check-in for your flight. Most say it only take about 20 minutes.
