Has anyone been issued a COE without being vaccinated ? 

I ask because i see the part of the COE application that has vaccine info ,

don't know if being vaccinated is a  soft requirement that might reduce the issuance probability of the COE being issued or not 

Where do you see this as a requirement?  Being vaccinated reduced quarantine briefly but has never been a pre-requisite AFAIK.
