In 1971 I went to Nigeria to work for an oil company, and had to spend a few days in Lagos to get some paperwork done, and I was very surprised at how "modern" it looked, with some very large office buildings and the like – – and I was standing admiring one particular building with very a large and impressive entrance, when a local Nigerian guy walked into the entrance area of the building, promptly dropped his pants and dropped a load, there and then, in full view of anyone who was passing. Of course I was very surprised at this and I just walked on, thinking that, "you can drag people out of the dark ages, but you can't always change their behaviours", or words to that effect.
