It appears that the monk bought them cheap in Mai Sai before exchanging them at booths and shops all over the northern Thai city.

Shocking behaviour...

A long time ago in a land far away i was a naughty boy with naughty friends, one was a forger,a good one,he came here to Thailand to do some business here, then he found out it was the death penalty ,so didnt carry it out, funny thing was he then went into legitimate business ,with another friend as did i ,it changed both our lives in different ways .

Arrested by the side of Suthep Road was 45 year old Somporn or Phra Somporn, a monk attached to a well-known temple in Mae Teng

They should use shorter chains to attach them to temples IMO.
