This will be my second asq stint coming up next month. I was there in January and I'm opting to stay in the same asq I did previously which is in Bangkok. My question is when I get out of asq this time, if Bangkok is still in lock down will I be able to leave and go to pattaya as long as I have negative paperwork?

At the current time, that should not be a problem. Provincial travel is discouraged but not forbidden. With the Covid outbreak in Thailand continuing to worsen, I would not like to make any assumptions about future restrictions.

Do you have some kind prove that at the time checkpoint let you go where you are going ? And what is the reason they let you travel to other province!

And yes nobody knows what happen after 2 weeks , 3,4,5.......

It really is a guessing game and I find myself in a similar predicament inasmuch I left Thailand for the UK in late March for medical and business issues . Have a non o retirement extension with a re-entry permit which makes returning to Thailand / Phuket sandbox just a little easier . I got pre-approval which included buying the covid insurance up front prior to final acceptance .        What is my doubt in booking hotel and flight ? Well will the Thai government move the goalposts as is often happening . The booking of the 3 Thai covid tests is vague and not mentioned on the Thai embassy site . ( I have been told that the hotel will book them for you but how is this action triggered ) .  The booking of the flights , not totally confident they will happen and if paid for, getting your money back is not easy .

Finally after the 14 day stay in Phuket , I would want to fly from Phuket to Don Muang and then fly on to Buriram but there are so many concerns especially if any sort of lockdown happens
