Specifically, it would divide the reopening process into two phases. The first, from Sept. 21 to 30, would allow businesses to reopen at 50 percent of their maximum capacity. Food and beverage establishments may allow takeaways only, and must close before 9 p.m. daily. Non-essential businesses like karaoke parlors, dance clubs, bars, spas, gyms and indoor sports facilities, outdoor entertainment venues and Internet cafes, among others, would need to wait for further instructions from Hanoi People's Committee.
