He became a German citizen and my dad received pension from Germany and Australia.

I would suggest you go to both Embassies an enquire taking certificates and any paperwork relating to your father if he made no will.

I am a recipient of a Aust / NZ aged pension and am absolutely certain unless she was resident of Australia and think for a term of at least 12 years she will not receive pension funds from Australia. There are inheritance rights.

I believe German pension rights are quite fair.

Australia will legislate and rule against paying people living elsewhere wherever they can.

She'll get her widows pension from Germany because that's where her husband got his pension from.

In that case in theory Germany should make up the difference to a full pension.
