Phnom Penh City Hall has now stated that city-wide COVID restrictions will remain in place for another two weeks, putting an end to widespread anticipation for the capital's reopening. Furthermore, all pubs and clubs are closed in preparation for what is likely to be a bustling Halloween Weekend.

According to an unofficial translation of the document:

To combat and prevent the spread of COVID-19 disease, administrative measures have been put in place to temporarily suspend activities, occupations, or businesses at high risk of contracting the disease, as well as to hold private gatherings or gatherings in Phnom Penh for a period of 14 days from October 29, 2021 to November 11, 2021.

Businesses that are at risk of distributing Covid-19, such as karaoke, clubs, and discotheques, will remain temporarily banned under Article 2 of the judgment.

Furthermore, under Article 3 of the judgment, a private meeting of more than 50 individuals is prohibited, with exceptions.

The following are some of the exceptions:

Religious or other rites involving family members and relations, as determined by the authorized authorities.

Public meetings, gatherings, and meetings of health workers to carry out health measures such as collecting samples for Covid-19 and Covid-19 vaccine.

Other emergency medical personnel's meetings.

At all levels, the Administrative Unity Command gathers relevant authorities and forces to ensure security, order, and public order.

People gathered during a judicial police officer's or a tribunal's sessions.

Bringing together a group of civil servants as determined by the appropriate authorities.
