Do you mean a Non O visa. Non O based on retirement or marriage can be obtained from visa exempt entry. Ah, i arrived on a visa exempt 30 days on Dec 31st, and would like to stay as long as possible, naturally. Are you saying it maybe possible to get a 60 day extension due to covid rather than the 30 days? I would just go to the visa centre and ask for a 60 day extension? Seems that you have done very little research. From visa exempt your first step will be "standard" 30 day extension. That starts from end of current permit. The covid extensions are due to end Jan 25. You will be able to obtain a covid extension if they continue to be issued post Jan 25. I think they will be. I assume that your under 50yr. If covid extensions are continued you will be first made to apply for the standard 30 day extension. After that you may be able to apply for covid extension.
