If you already have all the paperwork, then go ahead and stop by your local amphur and ask.

My local Amphur did not require any translation of my passport.

We use my friends wife as a witness i.e. they need someone who knows you and to say you live at your address.  Years ago before home visits, my friend went for his extension, "You no have witness" so he went outside found an old lady and paid her 200b and she swore she had known him for years :cheesy:
