It reads as three distinct crossing points and you are not the only one confused. Udon Thani airport used to have a bus shuttle service to Mukdahan (?) if i'm not mistaken. It's clear as mud.

It should of been Nong Khai/Udon Thani. I think it means that is where some of the SHA+ hotels for one night stay and testing are located.

The entries are only in the planning stage.

No land border crossing is listed on the Thailand Pass site.

Actually, the Thai embassy in Vientiane has posted info on crossing over the friendship bridge into Thailand....even which hotels are approved.  Nothing for the process of going from Nong Khai over into Vientiane though.

That is one of the few clear facts here.

Wait for explanation why Udon Thani is explicitly named as a "land border".

Maybe similar arranged pre booked transport to hotel like for Pattaya.

I think that's the only interpretation that makes sense. Udon Thani is a big city with many suitable hotels, and reasonably close to the border.
