Sharing food may be an issue INSIDE OR OUTSIDE DUH! The focus is on large Songkran gathering not eating..LOL Have you every been in Thailand during Songkran? Six people sitting on a mat outside on the ground sharing som tam and beers with shared utensils and glasses certainly puts them at risk. You may be focused on the water throwing aspect of Songkran. But I can assure you, the public health authorities are probably more focused on the socializing-related risks.... They do as you describe whether it's Songkran or not! Or haven't you noticed? Communal eating eating is a daily part of Thail culture and thus irrelevant to Songkran celebrations which focus on huge crowds interacting outside, involved in mass water brawls. I think it's a reasonable certainty that there's more general socializing, and more socializing with people from outside people's normal non-holiday social circle, during the Songkran holidays. I was definitely referring to large Songkran crowd events where water is thrown around.
