Is the eVisa processed by the Thai Consulate in your passport country or maybe by some other Consulate?

It will be processed by the Thai embassy or a official consulate in your home country or a country you have legal residence in. Some embassies cover more than one country.

Not all embassies or official consulates use the e visa system.

Example: My passport is Norwegian. My legal residence is Denmark. My application for a 90 day Non O was processed by the Thai Embassy/Consulate in Copenhagen.
