Border Run Limits - Is it the Person or the Passport

Having two passports I'm now wondering if I can get 4 Border runs per calender year?

 

Is the number allowed of 2 x per year limited to just the Passport or the actual person?

It not based upon a passport. It is by your name.

Another problem is that you cannot swap passports at a border crossing. You have to use the same passport you used to depart Thailand to enter the other country and the same one when returning to here.
