work permit as scuba diving instructor

I am considering investing in my own work permit (with own company) as a diving instructor.

I do not know how much money should be provided for this investment and what are the formalities.

I received a proposal that seems to me to be not very expensive but..

(2 millions capital, change director shareholder list DBD, work permit 2 years, balance sheet yearly 19'000, monthly tax about 5'000THB + cost from NON B) is somethings missing on that proposal ?

However some of my friends have paid double for theirs, so I don't know what to think? is it a scam?

I would be very grateful if you could share some info or detail of yours and especially the total cost and validity of yours!!!
