Seems to be very popular at Hua Hin.

    TWL ... very nice 'gulf' beach when surf is cooperating.  2nd behind Ban Krut, which would also be good for kiteboarding, though never noticed 'rentals', also, never looked for.

    Kite surfing/kite boarding are popular on Koh Samui and Koh Phangan.

    Schools/rentals on both islands.
