Photo from the center's Facebook page Police investigating possible violations by an automotive registration center in HCMC's Nha Be District have found that its director cannot read or write. Following raids of several registration centers in the city, they had taken in the chief of 50-17D center, and it was then that they discovered he was illiterate.
