It certainly does for me (though I only vape and don't smoke)... my voice becomes low and husky and almost unrecognizable to me. And I speak more slowly because that coating of resin slows the reaction time of the vocal cords.

The effect on your voice is only a small part. The real problem is how it makes people more anxious, stressed out and even causes depression.  Can trigger schizophrenia in teens.

This is why when a chronic smoker quiets they rarely start again, unlike say alcohol. Because they realize they are more relaxed when they don't smoke it as to when they smoked 1-2 grams a day!
