Work extensions for online teachers

If a teacher is employed by a language school for online teaching (from the teacher's home), would the Extension of Stay and work permit be issued by the Immigration Office where the school is based, or by the Office in the province where the teacher lives?

For anyone living in Wongamat Beach, there's a new open mall being constructed across the street from the Centara Grand Mirage resort. It's supposed to open later this year and will contain restaurants, cafes, a grocery store, etc. With any luck, the grocery store will be good. And the area could use a few more restaurants.
