If (rare) unattended just approach immigration staff and they will sort it out. As you are most likely aware reentry permit is immediately other side of immigration control. You make it sound like trip to immigration office is like going to 7/11. For some it's a half day trip. Did you read the guy you quoted. He stated .... "About a 30 minutes total... to apply and wait.
