It generally doesn't. For those on holiday they don't get social security, for those digital nomads or long term visitors on combination of various visas (from Ed, volunteer, bouncing on visa, possibly married) again no social security, for retirees no social security, for those working her 9-5 mon-fri with a WP and paying social here you won't find them smashed in cowboy at 4am on wednesday night, if they are they are probably fired soon enough.    And if someone on a weekend goes out to 4am and works on Monday then so what, if you get to this level, then you're excluded from all ranges of diet related disease (practically all and any) because I seen you had a coke and sugar in your coffee, and your BMI is out the perfect range.  In my experience most persistent long term alcoholics are early starters and early finishers, these won't be affected by a 4am close, and won't be eating into your social security either.
