My KTB bank book is nowhere to be found. 

Must have lost it in the past two weeks.

I Googled the subject and read dire warnings about the difficulty getting a new one.

Even a Police report is needed.

Any member here has formerly lost a Thai Bank bank book and successfully applied for a replacement?

 

I have ATM so I can get money out and since the book is in a farang name I 'm sure it'd be impossible for a Thai person to use in a KTB branch to make over the counters withdrawal.

Was easy for me, but I have had the account for 25+ years and am well known at my bank TTB. Get the police report and go the the bank. It should be pretty straight forward. Make sure to bring your passport and it will all be good.

An original police report and 100 baht is needed to get a replacement

Indeed, wife says we go to get report at our village Police and then go to my original issuing KTB branch in Ubon.
