My wife is interested in investing in a U.S based fund eg Vangard S&P500 ETF fund.

Can Thai citizens do this?

Ive read a few posts on retirement mutual funds in Thailand and they don't get good reports:

thanks

kasikorn has something. I wanted to invest for my niece but she is a bit too young... I think the age limit might be 21... and this was not available at the typical bank branches but a separate office in Chiang Mai.... PM me if you need info.

More complicated than you think, but definitely doable. Suggest using Interactive Brokers (although Schwab Intl. will work but less options.)  However, as a non-US citizen will be subjected to 20% withholding. To avoid, suggest buying equivalent securities (US S&P UCITS) DOMICILED in Ireland.  Google is your friend, especially advice from Bogleheads.

30% withholding tax on dividends but if you file a W8 BEN, it is reduced to 15%.

I know one Thai woman investing in this S&P500 fund through SCB Bank.  https://www.scbam.com/th/fund/morningstar/fund-information/scbs-p500e

SCB has a few different funds, so be careful.  Eventually the agent at Emquartier whispered "S&P with "e" means no extra fee.
