Its a way for vetted foreigners to gain work experience and visit the USA. I used to work with H2Bs, many of them hot babes from Moldova. I know one young man who was studying restaurant managment in Bulgaria that came to work at the same bar three years in a row. His mediocre earnings were enough for him to continue his studies for the rest of the year.
